Just a quick note: When you create a new WinRT application for XAML/C# in Visual Studio 11, you will notice that the References folder is empty.

Well don’t fret, it is absolutely normal. Microsoft decided that all the WinRT assemblies are always referenced by default, and thus is doesn’t quite make sense to show them in the Solution Explorer. You will see in this References folder only your own referenced assemblies, third party libraries, etc.

Microsoft is looking for feedback. Is it confusing you? If so, please make sure to tell Microsoft about it (note, I am not totally sure what is the best way to give feedback if you were not at Build, but let me check that out).
